Getting employers who rely on undocumented workers to register those employees is a tough challenge. Rather than using the stick, the creative team at Low & Associates tried the carrot, taking a lighter approach.
By encouraging employers to register their workers through computer software and subtly hinting that they could avoid cumbersome shut downs and legal entanglements, the former INS (now ICE) recorded high compliance rates through this successful field campaign.
